1. Purpose & Scope

This protocol defines the mandatory multi-stage assessment process (“Halatack Tests”) required for registration as a Halatack Agent or Member. The Tests assess resilience, trustworthiness, and organizational loyalty through covert, sequential evaluations. This document governs administration, evaluation criteria, credential progression, data handling, and final registration procedures for all candidates.

2. Authorities & Oversight

  • Team Administration: Holds oversight and appeals authority (see Section 11).
  • Chiefs of Agents: Responsible for administering agents and ensuring adherence to this protocol. Each Test Division appoints a single Chief as the primary accountable officer.
  • Office of Security & Compliance: Monitors operational integrity, data protection, and chain-of-custody for candidate records.

3. High-Level Principles

  • Tests are sequential and cumulative; passing each stage is required to continue.
  • Tests are administered covertly to elicit authentic responses; they are not presented as formal examinations.
  • Confidentiality, candidate welfare, and legal compliance are mandatory. Any breach triggers immediate review and may lead to disqualification.
  • All actions are recorded and retained per Halatack Data Retention Schedule (Ref: DRS-2025-02).

4. Test Structure & Sequence

4.1 Stage 1 — Test of Slander (Resilience)

  • Chief Administrator: H. Mohammed (Chief — Slander Division)
  • Objective: Evaluate candidate response to defamation/false accusation scenarios without compromising ethical standards or organizational reputation.
  • Key Controls:
    • Appointment-based initiation.
    • One-on-one administration.
    • Covert presentation.
  • Pass Outcome: Issuance of temporary credentialing (temporary email: user@registers.halatack.com), initial HABC digits, and entry into Stage 2 scheduling.
  • Failure Outcome: Immediate termination of candidacy; all preliminary credentials revoked.

4.2 Stage 2 — Test of Trust (Confidentiality)

  • Chief Administrator: H. Amal (Chief — Trust Division)
  • Objective: Assess candidate handling of sensitive information, judgment under confidentiality pressure, and consistent reliability.
  • Key Controls:
    • Unannounced timing.
    • Single-agent administration.
    • Scenario-based evaluation.
  • Pass Outcome: Assignment to an HB team (initial low rank), provisional access to secure communications, progression to Stage 3.
  • Failure Outcome: Disqualification and credential revocation.

4.3 Stage 3 — Test of Kinship (Loyalty)

  • Chief Administrator: S. Ismaiel (Chief — Kinship Division)
  • Objective: Measure willingness to prioritize organizational mission over external loyalties, and long-term alignment with Halatack values.
  • Key Controls:
    • Extended evaluation window.
    • Multi-interaction scenarios.
    • In-depth observation.
  • Pass Outcome: Issuance of permanent HAI ID, final registration package, permanent agent email (user@agents.halatack.com), and full access.
  • Failure Outcome: Final disqualification; permanent bar from reapplication.

5. Administration & Agents

  • Agents administering Tests are certified per Agent Training Standard (ATS-4).
  • Each agent documents encounters in encrypted candidate files. Physical or electronic evidence is handled under strict chain-of-custody procedures.
  • Board Chiefs review and ratify pass/fail determinations.

6. Evaluation Criteria & Metrics

  • Verbal and non-verbal responses, decision-making under stress, adherence to organizational values, and consistency across interactions.
  • Scoring rubrics and minimum pass thresholds are maintained by the Office of Board Operations (Ref: Eval-Rubric/2025).

7. Credentialing & Resources

  • Credentials issued at each stage are incremental and conditional. Use of credentials is governed by Access Control Policy (ACP-7).
  • All credential provisioning is logged and auditable.

8. Confidentiality, Data Protection & Legal Compliance

  • Candidate data handled per Halatack Privacy Standard (HPS-1) and applicable local laws.
  • Unauthorized disclosure or misuse of candidate information is cause for immediate disciplinary action.

9. Non-appealability Clause (Operational Notice)

Certain operational failures result in irreversible termination of candidacy as described. However, any procedural irregularities or rights violations reported may be escalated to the Board for review under Section 11.

10. Record Retention & Disposal

  • Candidate records retained per DRS-2025-02.
  • Secure disposal of failed candidate materials occurs per Disposal Protocol DSP-1.

11. Governance & Escalation

  • Policy amendments require Board approval.
  • Any procedural dispute or suspected abuse escalates to the Office of Security & Compliance for independent review.
